The Small Business Administration (SBA) has stringent requirements to qualify for the 8(a) program. This ensures that women-owned and disadvantaged businesses have an equal opportunity in a highly competitive marketplace. For instance, if a company has been in operation for four years, it must provide five years of business returns to meet the program's criteria. This can be very difficult to do. Small businesses would not be able to stay afloat!

It's a shame that you have to go through so much red tape to start a business. In this market many are pivoting to their own business so its detrimental that a process be easy.
